Quraishi पहले भी SIR की प्रक्रिया और बड़े पैमाने पर मतदाताओं के नाम हटाए जाने को लेकर सवाल उठा चुके हैं। उन्होंने यह भी रेखांकित किया है कि Election Commission तीन सदस्यों की संवैधानिक संस्था है और इसे केवल Chief Election Commissioner के रूप में नहीं देखा जा सकता। वहीं पूर्व Election Commissioner Ashok Lavasa ने संस्थानों के भीतर dissent यानी असहमति दर्ज करने और अधिकारियों के स्वतंत्र निर्णय लेने के महत्व पर लिखा है।

इसी बीच Election Commission के भीतर भी निर्णय प्रक्रिया को लेकर सवाल उठे हैं। Indian Express की रिपोर्ट के मुताबिक दो Election Commissioners ने लगभग 10 महीनों में कम-से-कम 14 मामलों में आपत्तियां दर्ज की थीं। Election Commission ने बाद में ECINET system की समीक्षा के लिए एक committee बनाने का फैसला किया है।

The Election Commission of India and the Special Intensive Revision (SIR) of electoral rolls are once again at the centre of a major public debate. Former Chief Election Commissioner S.Y. Quraishi, former Election Commissioner Ashok Lavasa and former Supreme Court judge Justice Deepak Gupta have spoken on issues related to electoral rolls, institutional independence, constitutional accountability and public trust in the Election Commission.

During a discussion associated with senior advocate Kapil Sibal, concerns surrounding the functioning of the Election Commission, SIR, voter-list revision and decision-making within constitutional institutions were discussed.

S.Y. Quraishi has previously raised questions about the SIR process and large-scale exclusions from electoral rolls, while stressing that the Election Commission is a three-member constitutional body and should not be equated with the Chief Election Commissioner alone. Former Election Commissioner Ashok Lavasa has also written about the importance of dissent and independent decision-making within public institutions.

The debate comes amid fresh scrutiny of the Election Commission’s internal functioning. According to an Indian Express investigation, two Election Commissioners recorded objections on at least 14 occasions over roughly ten months. The Election Commission has subsequently announced a review of its ECINET system.
