Typically when someone says Naruto's parents want him back it means. Something like they did something that hurt him and he left typically in the form of leaving the village.
Are Naruto left the village because of banishment.
Some of the most cliches I see is something like Naruto has another sibling and they left the village protect them while leaving Naruto in the village the people hate him so he grows to resent his parents when he found out they abandon him to a hateful village.
The other type is the parents are neglectful to Naruto and they want him back either after realizing what they done to him or finding out that he is valuable through either strength political connections or something else. And they want him back for the good of the village. Not caring about his feelings
