Khaled Chiyat, Professor of International Relations at Mohammed I University, offers an analysis of UN Secretary-General António Guterres' report and its implications for the negotiations based on the Moroccan autonomy initiative. He examines whether this reflects the success of Moroccan diplomacy in establishing its initiative as a framework for a solution.

He also considers the shift in discussions, as reported in the report, from presenting positions to practical arrangements for implementing a potential settlement. He explores whether this development reflects the strength of the Moroccan proposal and its ability to move the political process from stagnation to exploring how to achieve a solution.
