It's worth mentioning that Tolkien said himself that he loathed using fiction as allegory for the real world and its issues. That to read into anything he wrote as allegorical is to project your own issues and assumptions onto a work that is intended to stand on its own without you bringing your personal baggage to it. He wrote The Hobbit as a fairytale for his kids, and expanded on it with The Lord of the Rings. His experiences in the war made a global conflict a sensible backdrop for the adventure of the Fellowship of the Ring, and it's solely intended to be a fantastical adventure story.

Tolkien's presentation of the orcs is one of the most brilliant things he accomplished in The Lord of the Rings. As the narrator, he always described them as pitiful and sad creatures who were slaves to Sauron's will. That they marched unwillingly to war at the end of a lash and should be pitied. However, as the author of the story, he also demonstrated that they had no pity for any living thing, that they were violent, greedy, petty, cruel and that, when they weren't killing Elves, Dwarves or Humans, they were killing each other. Basically, Tolkien's Orcs are an imaginative theorizing about what would happen to a race of benevolent but imperfect creatures if they were exposed to nothing but concentrated evil for thousands of years. Although they were once Elves and were created to be good, Morgoth worked his will on them until evil became baked into them at their very core.
There is literally no way to equate this to any person place or thing in our world and any attempt to do so is bananas. Outside of Tolkien a lot of other franchises have watered down orcs to make them more "likely to be bad guys" rather than "born to be bad guys" but considering Tolkien pretty much invented orcs as we know them, his depiction of them has to be considered the norm and you have to actually do work to establish an alternative beyond just, "assuming they're evil is racist."
