"Kimashita-wa" is internet slang used in anime and other genres to describe something reminiscent of a yuri. This meme originated with the character Tamao Suzumi from Strawberry Panic. He never actually said "Kimashita-wa." Rather, it's a combination of Nagisa's (the protagonist) line, "I'm here," and Tamao's "I can't stand it~!"
It's similar to an old meme where people would say "YOOOOOO" whenever they saw a female character drawn and insisted it was male.
