Good explanation. The real issue, however, seems to be that one or some parties to the conflict continues to disrupt navigation at high seas thereby causing shortages. To that end, I am still surprised why Ssabalwanyi has not taken steps to assert Uganda's right of navigation at high seas as earlier promised.
