Yes you can.  I actually do usually always serge my hems, but I didn’t know if people had sergers, so I made the video just using my sewing machine.   But I always serge the seams, then fold up 1 time and sew so I have a nice stitch on top.   I also serge around the neckline before hemming.

Could I do the ruffled neck, but have it attached instead of separate.

Why not just glue the bias tape in place. Then. Sew it in place

I'm a little confused - the pattern starts out being 14" but you stated to find the center at 7 1/4".  Which number isn't correct?
