Gamer: So, how does Vicky 2's economy system work?
Paradox: It just works.

Usually in V2 iron shortages are because someone is doing subsidies on factories that consume iron and without subsidies they would be unprofitable and close, so they basically act as a giant resource sink eating up lots of iron and producing small amounts of output products. Easy to do with one player, by accident, just by building too much heavy industry (Steel Mills and Machine Parts Factories, mainly). In multiplayer with a bunch of command economies it's almost guaranteed to happen, especially if people are investing into military tech instead of factory efficiency techs (commerce, industry).

Just buying up iron doesn't really do anything because you can only stockpile so much and you can't destroy it. But inefficient factories actually destroy the iron they consume, so if you have another income source to pay for unprofitable factories you can use that to get rid of the world's iron.
