Born in Tokyo in 1960, graduated from Doshisha University Faculty of Theology, and completed graduate studies at Doshisha University Graduate School of Theology (Master of Theology). Joined the Ministry of Foreign Affairs in 1985. In May 2002, he was arrested and indicted by the Tokyo District Public Prosecutors Office's Special Investigation Department in connection with the Muneo Suzuki case. He maintained his innocence and contested the charges, but in June 2009, he was found guilty with a suspended sentence. His probationary period ended in June 2013. His works include "The State's Trap," "The Self-Destructing Empire," and "The Art of Negotiation."

ユングの「集合的無意識」と佐藤氏のインテリジェンスを掛け合わせると、国家が時に見せる非合理な暴走の正体が見えてくる。
■ 国家行動の因果方程式
国家行動 ＝ （恐怖 × 記憶 × 欲望 × 愛着） ÷ 安全確信度
ロシアの侵略恐怖、イスラエルのホロコースト記憶。国家は合理性ではなく、深層の感情構造で動いている。人間はどれだけ教育しても、AIが助けても、時々バカなことで暴走し、感情で失敗するどうしようもない生き物だ。それは国家という集団になっても変わらない。
20世紀のシステムは「理性」で管理しようとして、抑圧された闇（シャドウ）の暴走を止められなかった。
ZIPANG OSが目指すのは、国家を支配するルールではない。国家の深層心理（Z-NATIONAL PSYCHE）を解析し、その恐怖と暴走をあらかじめ受け止める「構造の優しさ」の実装である。
政治を変えるのではない。構造を変える。
