gold does indeed have a higher chance of spawning in mesa/badlands biome.  To be exact, there are 50 extra attempts to spawn gold per chunk compared to other biomes AND gold spawning rules that reduce ore spawning when the block if exposed to air does not affect/debuff those 50 attempts in a mesa.  This means that there are significantly more gold ore in mesa/badlands and also significantly larger gold ore exposed to air and hence a lot more is immediately visible in cave walls and mountain/hill sides.  This has been a vanilla ore gen mechanic for yeras.
