Five economists presented in August 2026 a draft of a Constitutional Amendment Proposal (PEC) that standardizes the minimum retirement age at 67 years for both men and women. The text also creates a private capitalization component and provides for an automatic trigger linked to life expectancy.

In addition to the minimum age, which is one of the changes, there are 3 others:

changes to the BPC (Continuous Benefit Payment), with a value below the minimum. In 1988, the minimum wage was half the minimum wage.

The document has not yet been formally submitted to the National Congress and is circulating as a technical contribution to the debate on the 2026 pension reform.

The draft of the 2026 pension reform provides for 1.5 years of additional contribution time per child, limited to five children. In practice, a mother of three children would add 4.5 years to her contribution history without needing extra contributions.
