The video says the initial spirit/water mixture is about 55% ABV, then says adding another 600 mL water produces roughly 40% ABV.
Those two statements cannot both be true.
For example, using 95% neutral spirit:
500 mL × 95% = 475 mL pure alcohol
Initial volume:
500 + 400 = 900 mL
Therefore:
475 ÷ 900 = 52.8% ABV
After adding 600 mL water:
475 ÷ 1,500 = 31.7% ABV
So the finished drink would be approximately 32%, not 40%.
The video's basic idea is sound—neutral alcohol can extract dried-fruit, tannin and toasted-oak compounds that resemble some flavours found in mature brandy—but its suggestion that this effectively is Cognac is overstated.

This could be a very good brandy-style infusion, but the explanation confuses flavor imitation with maturation. More oak surface area accelerates extraction, not years of chemical aging, and raisins or prunes cannot replace the congeners created by grape fermentation and distillation. OIV allowing oak chips doesn't make them equivalent to barrel aging either. Calling this Cognac — let alone suggesting it's closer to historical Cognac — is simply misleading.
