The whole DCC plus the P4/EM question for this type of layout is a bit academic really, what you are doing is fantastic, the look and feel you are after, together with the bullhead track will deliver perfectly the outcome you want to achieve.
Local goods, stopping passenger, yes they may benefit from DCC, but through express and goods workings won’t. You’ve thought it through and it’s sound, it’s looking great.

Excellent progress already, although I don't know how you cope with the heat in the loft - mine is currently a no-go area. Really glad to hear that you're once again going to have a railway set in a proper landscape because that was the absolute best feature of the previous one. Would be lovely to see this in P4, but the bullhead OO is still a massive visual improvement. I dread to think of the time and cost needed if every piece of rolling stock had to be converted to a different gauge!

Great to see you making a new layout and being able to follow the building from the start. I think you’re right about p4 and em, that new track looks good (shallower than code 100?) and what matters is getting the whole scene right. I am actually working in P4, and though I’m enjoying building turnouts and slips, it can be a real headache getting them to work right. There’s no margin of error, and when I see a really good 00 layout like your last one, and can’t really tell it’s 00 I wonder why I picked P4. EM is probably a good compromise, but even then it’s a lot of track to make, and rewheeling all that stock.
