Public housing in Spain has a problem that almost no one talks about: a city council manages 250 social rental apartments, and only 11 families pay their rent on time. It's not a vulture fund. It's a public landlord.

While the debate focuses on whether or not to evict people, almost no one looks at what happens inside public housing. In this video, I compare how public landlords manage their apartments in Spain and in Europe, using data from parliamentary responses, reports from public companies, and official documents. I'll start with L'Hospitalet de Llobregat (6,698 unpaid bills and time-barred debt, according to the PP's complaint in the plenary session) and continue with Málaga, the Madrid Social Housing Agency, a public housing development in Toledo, Castilla-La Mancha, Bilbao, and the Canary Islands. The pattern of social housing in Spain is the same regardless of who's in power: accumulated debt, time-barred bills, expired contracts, and families on waiting lists while apartments remain unoccupied.

Then we'll look at the models everyone cites as examples. Vienna, with more than 210,000 municipal housing units (Wiener Wohnen), carried out 840 evictions in 2024 and prevented more than 800 evictions through social work. Berlin, the city that voted to expropriate large landlords, terminated 4,805 contracts in its public companies and publishes this data annually. Hamburg and the Basque Country show the same thing: those who evict few but do so promptly end up owing the least. My conclusion: the management of public housing must be relentless, which is not the same as cruel, and a public apartment is not an inheritance.
