The lady was French actress Berenice Marlohe, not his sister (sister only challenged him through twitter). This house was in South Africa. The uploader Joe Miale is the film director (Revolt). This was when he, Joe Miale and Berenice Marlohe filming in SA.

The woman is not his sister Sally. Sally is blonde. It's his Revolt costar. He accepted his sister's ice bucket challenge. His costar is third person he nominates and she accepts in this video. That's why he says it's her turn.
