Kirill Viktorovich Kabanov was born on June 13, 1967, in Moscow. He graduated from Moscow Secondary School No. 875 in 1984.

1984-1985 – Student at the Moscow Institute of Electronic Engineering, Moscow.
1985-1989 – Studied and graduated from the Vilnius Higher Command School of Air Defense Radioelectronics,
then the St. Petersburg Institute of the KGB of the USSR.
In the late 1980s, he served in the Soviet Army,
in the early 1990s, he was an officer in the General Department of the CPSU Central Committee.
Since 1994, he served in the FSB Directorate for Moscow and the Moscow Region, in the anti-smuggling and anti-corruption units. From 1998 to 1999, he consulted for the private security company KROK Security in Moscow.
He then served as director of the non-profit Foundation for Assistance to Local Self-Government and Public Security.
From 2000 to 2003, he served as deputy head of the Anti-Corruption Center, an autonomous non-profit organization responsible for supporting the activities of the National Anti-Corruption Committee.
In 2002, he served as pro bono deputy chairman of the Coordinating Anti-Drug Commission of the Central Federal District.
Since 2003, he has served as acting head of the National Anti-Corruption Committee.
In 2005, Kirill Kabanov officially headed the committee.
In 2008, by presidential decree, he was appointed to the Council for the Development of Civil Society Institutions and Human Rights.
