The objective should have been to lower the rock's profile & incorporated it in to the road base , retaining as much material as possible & avoiding the need of a high wall, w/ a undesirable fill scenario.

Not sure what the plan is for the hill, but the rocks are probably helping it from erosion.

That rock looked like quartz. Wonder if they ran a metal detector over and around it? If not, where is this at????
