Between 28 December 1995 and 1 January 1996, ITN filmed people in the Bosnian city of Sarajevo and the enclave of Goražde beginning the process of rebuilding their lives amid the ruins of war. After nearly four years of conflict and atrocities,
the Bosnian War had been brought to an end by the
US-brokered Dayton Peace Agreement. Sarajevo’s residents had endured one of the longest
sieges in modern history – facing relentless shelling,
sniper fire, and severe shortages imposed by
Bosnian Serb forces encircling the city. Eight days before this footage was filmed, NATO had deployed the
Implementation Force (IFOR) across Bosnia to enforce the Dayton Accords' military provisions. In Sarajevo, IFOR was tasked with creating a
demilitarized ‘Zone of Separation’ between Serb-held
suburbs and Bosnian-controlled areas, and overseeing
the staged withdrawal of Bosnian Serb troops – using
force if necessary to ensure compliance. While Sarajevo was besieged, the Bosniak enclave of
Goražde – surrounded by territory largely controlled by Bosnian
Serbs for much of the war – had endured years of isolation and
repeated assaults by Bosnian Serb forces. Declared a UN ‘safe area’ in 1993, it became
a stark symbol of the war’s brutality and
the limits of international protection. A major Serb offensive in April 1994 inflicted heavy
civilian casualties before limited NATO airstrikes
helped halt the advance.

In addition to the terror from the hills and mountains, shelling, snipers from buildings and terrain that were on the enemy side, insidious shelling when you least expect it and also the devastating day or night shelling during the campaign. There was bad food, canned goods with suspicious contents and production dates, macaroni, rice, lentils, herring, feta cheese, lunch packages from the Vietnam era, water tablets and vitamins...etc.. All of that is one big game of the international community, they could have stopped the aggression in seven days and they didn't, they could have provided weapons for defense and they didn't... they could have eventually created a functional state and they didn't...etc.
In the city, besides despair, sadness, fear, hunger, injustice, there was also defiance, rebellion, will to live and enjoyment at the same time.
There were heavy metal bands and rock music everywhere more than before the war, there were artistic performances, electronic music, discos and clubs, theater, exhibitions, sports, etc.. They tried to live in defiance of the werewolves from the hills who killed children. They defied injustice and weakness and despair and deception. Those were both ugly and beautiful times for teenagers and children, there was harmony and togetherness and support and brotherly relations, there was no discrimination by ethnicity, nation or religion, everyone was together and helped each other. Those were difficult and sad times but also full of happy memories.
That is why today even 30 years after the war Bosnia is still a divided broken country with unimaginable level of animosity.
Militarily speaking it was a stalemate.
