In this Roundtable, our hosts José Serra and Tocha join four guests with experience in the areas of geopolitics, security, defense, and international relations: Professor Alberto Cunha, University Professor at the University of Lisbon; Major-General Agostinho Costa, Security and Defense Analyst; Professor Sónia Sénica, University Lecturer at the Autonomous University of Lisbon; and General Pinto Ramalho, former Chief of Staff of the Army.
We are living through a moment of profound transformation of the world order. Relations between the great powers are changing, Europe's influence is increasingly questioned, and new power struggles are redefining the international balance. The United States, China, and Russia are at the center of this transformation, in a world where alliances, resources, and technological capabilities are taking on ever greater importance.
At the same time, artificial intelligence and large technology companies are changing the very nature of power. The ability to control data, technology, and decision-making systems may become as decisive as control of territory or resources. Companies like Palantir exemplify how the boundary between technology, information, and military power is becoming increasingly difficult to distinguish.
The question that remains is simple, but difficult to answer: who will control the world in the coming decades? And, in a scenario where war, technology, and artificial intelligence are transforming simultaneously, are we prepared for the new paradigm that is approaching?

Quantas vezes ouviram falar da Palantir nas televisões portuguesas? Estamos a falar de uma empresa tecnológica que trabalha diretamente com forças armadas, serviços de informações, polícia, imigração e governos, processando quantidades gigantescas de dados altamente sensíveis.
A Palantir já tem contratos milionários com vários Estados e instituições europeias, incluindo áreas tão críticas como defesa, segurança e saúde. Em vários países europeus já se discute abertamente o perigo da dependência desta empresa e a necessidade de criar alternativas europeias para proteger a soberania dos dados.
E em Portugal? Silêncio quase absoluto.
Estamos a caminhar para um mundo onde empresas privadas estrangeiras podem ter acesso, direta ou indiretamente, a infraestruturas de dados fundamentais dos Estados. Quem controla estes sistemas? Quem fiscaliza os algoritmos? Onde ficam os dados? Quem garante que informação estratégica não fica dependente dos interesses de uma empresa estrangeira?
Para mim, isto devia ser tratado como uma questão de SEGURANÇA NACIONAL e SOBERANIA.
Portugal devia impedir preventivamente qualquer contrato da Administração Pública com empresas deste género enquanto não existirem garantias absolutas de soberania, transparência e controlo dos dados.
O mais assustador é que praticamente ninguém fala disto.
