These women are behaving like bullies. The restaurant doesn't tolerate violence to their customers. They don't expect that behaviour. It is unacceptable. They can't have that. Chas and Lexi should be on their best behaviour. The waiter would have said to them: "Please don't fight in the restaurant. You're frightening the other customers".
