Those lures are made to be wound in steadily so they spin and work properly in the water.
High air pressure and a solid overcast day helps, I'd be doing a few casts in each hole and then moving on to the next one being quiet as possible to cover plenty of water.
A 2.5" paddle tail with the right action will also catch, green style spinner (the lure your using) works good to.
