The ultimate test of King Shibi began when Indradeva and Agnideva descended to earth, taking the forms of a fierce hawk and a terrified dove. Seeking safety, the trembling dove flew straight into the lap of King Shibi. As a protector of his subjects, the king refused to hand the bird over to the hungry hawk, declaring that betraying someone who seeks refuge is the ultimate failure of a ruler.
But the hawk challenged the king, arguing that it would starve without food. To satisfy the hawk without breaking his promise of protection, King Shibi agreed to a shocking bargain: he would cut flesh from his own right thigh equal to the weight of the dove.
Yet, as the king cut his flesh and placed it on the scale, the dove mysteriously grew heavier.
