It opened in July 1939 (Showa 14) as a national policy hotel with government funding. After the war, it was taken over by the US occupying forces and reopened in 1952 (Showa 27).
In 1957 (Showa 32), the entire building was renovated in preparation for Emperor Showa's stay, and it has been used twice since then. In May 1962 (Showa 37), the Crown Prince and Princess stayed at the hotel.
On July 9, 1964 (Showa 39), the main building was destroyed by fire, but was later rebuilt.
Due to poor management, it closed in February 2000 (Heisei 12). The new building and annex were demolished and removed, and only the main building remains, although it is in a state of decay.
