Hey Andy. This looks like a float valve jet size problem. I could be wrong, but it's worth a try.
I've seen it before, not on these carbs,but with Webers. It might be worth putting a jet gauge in there, just to be sure. Those jet and emulsion tube sizes should be well sufficient for the job !
