矢田部先生、ここは正しくないですね。
銀行が信用創造できるのは、あくまでもマネーストックである預金です、マネタリーベースである日銀当座預金ではありません。
だから、インターバンク市場の一種であるコール市場が存在するのです。
銀行は自ら日銀当座預金を生み出すことができないので、コール市場で日銀当座預金を銀行間で融通し合っているのです。
外国為替資金証券（政府短期証券）を、銀行は銀行にとっての負債である預金では買えません、銀行が自ら生み出すことができない、この地球上で日銀しか生み出すことができない、日銀当座預金でなければ買えません。
