The paradox: France pays an average of 2.2% on its debt, but is currently borrowing at around 4.5% for 10-year maturities, above its nominal growth rate (approximately 2%). With €310 billion issued annually and an average maturity of 8 years, nearly 11% of the debt is refinanced each year at a higher rate. The result: the interest burden would increase from approximately €65 billion in 2025 to nearly €120 billion in 2030. Even with a fixed primary deficit, the deficit would climb from €152 billion to €211 billion, and the debt would rise from 115.6% to approximately 133% of GDP.
