In most of West Texas you can pour a foundation, frame a house, wire it and move in without ever speaking to a building inspector. It is not a loophole: the Texas Legislature never gave counties zoning power. We went through ten West Texas counties, from Loving County (64 residents at the 2020 census) to Culberson County (the lowest county tax rate in Texas), and followed every one of them to the nearest hospital bed.
