At one point, Conrail experimented with shrink wrapping on the upper level of the auto rack prior to paying Amtrak to raise the catenary for enclosed multilevel auto racks. This problem went away in 2004 when the Ford plant in Edison, NJ closed and the GM plant in Metuchen, NJ closed.
