Whether they were thinking that far ahead or was it simply a happy accident, I think Generations did the same. I get that it can be criticised for being a high budget 2 parter, but I think it still felt like the Enterprise D crew. Giving them the sleeker, more militaristic E, changed the tone and gave them true independence.
I don't think Nemesis was awful, it does have several good points, which you've covered. It could have been so much better by ignoring the whole B4 sidequest and spending more time with the Romulan Commanders.
