Executive Order No. 1563/2007 of December 11 establishes the means of subsistence required for third-country nationals to enter and remain in Portugal. The reference value is the minimum wage, which for 2024 is set at 820 euros (Decree-Law No. 107/2023 of November 17).

Income requirements for family reunification:
First adult: 100% of the minimum wage
Second or more adults: 50% of the minimum wage
Children under 18 and dependent adult children: 30% of the minimum wage
Proof of means of subsistence:
The applicant may prove their means of subsistence through common means of proof, such as:

Income Tax Return
Employment or service contracts
Other admissible legal documents demonstrating stable and regular means of subsistence, in accordance with Ordinance No. 1,563/2007
Additionally, the applicant may submit a Term of Responsibility (Form 4), notarized by a notary, lawyer, or solicitor (if not signed in the presence of an AIMA representative). In this case, it will be necessary to submit documentation proving the financial capacity of the person signing the term of responsibility.
