From collecting Party dues and managing "slush funds" within work units, to using departmental functions to create market demand and turning political education into a business, Cai Xia describes how power within the Party is transformed into concrete departmental interests. She also recalls a vivid detail: during an internal dinner at the Organization Department of the Central Committee, a leader jokingly said, "I'll drink one cup, and you'll get ten million." Three cups of wine, thirty million.

The real question worth exploring behind this is how power, organizational resources, and the distribution of interests within the CCP are intertwined.

Guest: Cai Xia, an exile and scholar of political party studies, formerly a professor in the Department of Party Building at the Central Party School of the Communist Party of China. From the 1980s, she engaged in research on Marxist-Leninist political parties, party ideology, and the construction of the ruling party, working for nearly thirty years at local party schools and the Central Party School of the Communist Party of China. In 2020, she was expelled from the Communist Party of China and stripped of her retirement benefits by the Central Party School of the Communist Party of China for publicly criticizing the CCP system and Xi Jinping. She currently resides overseas, continuing her research on the CCP system and party politics, and publicly criticizing the CCP's totalitarian system.
