A row of buildings resembling cluster houses with luxurious facilities was discovered at the Class IIA Cibinong Penitentiary, Bogor. During an inspection by the Indonesian Ombudsman, three corruption convicts were found occupying the clusters: Jimy Masrin, a convict in the fictitious LPEI (Indonesian Petroleum Exporting Countries) corruption case, and Ahmad Albani and Hasan Tjie, convicts in the PT Timah corruption case.
This discovery led to the dismissal of the prison warden and four other structural officials. Based on the recommendation of Commission XIII of the Indonesian House of Representatives (DPR RI), 10 of the 13 cluster buildings were eventually demolished. The Ombudsman's investigation also stated that similar practices are not new and are suspected to occur in various prisons. So, who is at play, and how do these special facilities for inmates come about?
