AFI records that Sorkin and Reiner spent about eight months collaborating on the screenplay adaptation, while the film was shot between October 21, 1991 and January 30, 1992. Filming used locations including Point Mugu Naval Air Station, Fort MacArthur in San Pedro, Georgetown in Washington, D.C., and Warner Bros. Burbank Studios.
