Pretty sure there is more dialouges between Laswell and Yuri until they decided for some reason to cut it out. I've watched enough movie to recognized weirdly put together scenes and lines.

Yuri was talking about Makarov, then Laswell replies with a Can "they" be neutralized. Surely it's not a pronoun thing, because that would be utterly ridiculous (I know she's LGBT but cmon) and Makarov is obviously a "he", more likely she was refering to Barkov research assets until Yuri decided to cut her off early, maybe because he's doing some shady shit against his own people and couldn't afford any more time or being accidentally seen with a CIA Chief.
