It is a small section in the netherlands (on the rail line to belgium) that still has tbl1 installed, which is why it is needed (despite belgium urging the netherlands to install etcs it will still take 4 years for etcs to become active on the dutch side, eliminating the need for tbl1+).
Tbl was installed on that dutch section to allow belgian trains to reach roosendaal (first town after the border), and then just run the last kilometer without security systems (a 3000 V capable train can run on 1500v, but at less power.
