Bhagavad Gita 7.15 explains that there are certain categories of people who do not surrender to Krishna: those who are ignorant, the lowest among mankind, those whose knowledge is stolen by illusion, and those who possess demoniac natures. These individuals are prevented from seeking refuge in the Supreme due to the influence of maya—the illusory energy—that engenders qualities like pride, greed, and arrogance, obstructing spiritual progress. The verse highlights that surrender to Krishna frees one from illusion, but for these people, maya acts as a thief, robbing them of discrimination and virtue, ultimately causing them to remain entangled in material existence and distant from the path of devotion.
