The claimers rules were NOT the problem. Like not in the slightest The rules of the groups they encountered was never the problem. It's the fact that they were eating people, SAing or letting SA happen, taking control of other people, killing people and enjoying it, etc. this is such a mis representation of what the villians in the show actually are
Rick did NOT create Alexandria and he most definitely did NOT "just take over", Deanna Monroe assigned him as the new leader. Pope wasn't scary because of his religious speak, he was scary because he killed and/or ordered anyone killed that he wanted to for literally any reason he wanted to dream up and did so without a second thought. Pope was essentially a serial killer with complicit trained special forces operators, that IS scary and sissy Rick NEVER reached Popes level of love for arbitrary murder!!!
That's the thing, plot armor aside, Rick introduced the elements of family, community and the appearance of democracy; he never killed others for submission nor did he extort communities for resources. He commanded other commanders ( representative dictatorship) to comply with resource allocation and military alliance within his own administration and the surrounding communities. They weren't independent communities paying tribute they were under the Rick alliance coalition administration paying fielty.
He was in fact a successful warlord after the victory over Saviors and the unification takes place. What he wasn't though;
Never executed others for mere non-compliance . Never raped or committed cannibalism or murder in name of cannibalism. Never condoned those acts under his directorate. Never extorted communities by force or by threat of violence.
What he did do:
Submitted communities by intimidation to submit to his governing will . Destroyed established communities after they stopped posing a threat. Committed pre-emptive violence against groups and communities when the threat was either perceived ( Hospital) or conjective (early Saviors) .
Not innocent by anyones standards really but a pretty good warlord of the era.
