Iranian culture not just Persian !
Iran steppe is a vast area of land. In this land  live many different tribes with many different customs! But there are cultural customs that are shared whit-in these tribes! Nowros, Sade, Mehregan, and Aghd are alike in all these tribes!
So, Better to say Iranian custom rather than Persian!
Persian, Turks, Lors, Ghashgha, Bakhtaran, Arabs, Kurds, Mazani, Gilak, Baseri, Tats are Iran!

May Allah Blessing Wish You Always
Sallim Illyhum
Amin.
