When I was a kid back in the '60s, I built a go-kart out of a Radio Flyer wagon and a Briggs & Stratton lawn mower engine. It worked great and could reach a top speed of 11 mph.
I'm glad you took it to someone who knows how to weld. I was thinking you were going to end up looking like a cartoon character with all four wheels flying off at the same time.
If you have a "Tractor Supply" in your area, bolts are sold by the pound. Real savings on hardware. They also carry pulleys and other stuff. Wander thru when you get a chance.

The Tractor Jack at HF, the vertical bar in it, makes an excellent transmission mount for an LS Chevy engine and tranny in a Mustang, very thin, 1 inch, but strong, and lots of holes in it already. Cheaper than custom ones on inet.
