A famous game theory problem, the Prisoner’s Dilemma, explains why rational decisions by individuals can lead to disastrous outcomes for everyone—from the arms race between the United States and the USSR to the climate crisis. But in 1979, Robert Axelrod discovered something surprising: one of the simplest strategies won his strategy tournament—Anatol Rapoport’s Tit for Tat. Its rule was simple: start by cooperating, then do what your opponent did in the previous round. The best strategies shared four qualities: cooperation, the ability to retaliate after betrayal, forgiveness, and clarity. And it all depends on the “shadow of the future”: if you know you are likely to meet someone again, cooperation is usually more profitable than cheating.

Cooperation is not just a human strategy—it is a fundamental principle of life. We see it in bacteria, viruses, social amoebae, and multicellular organisms. And if the same rules are universal, they might also help explain the silence of the Universe. To advance on the Kardashev scale and harness the energy of a planet, a star, or even an entire galaxy, a civilization would need ever greater levels of cooperation. Perhaps this is one of the Great Filters that prevents civilizations from reaching the stars. For life—from a single bacterium to a cosmic civilization—the most profitable strategy may be cooperation.
