------------------------------------------------------------ The Congo produces 250,000 barrels of oil per day. It is the third largest producer in Central Africa. And yet, every four to six months, Brazzaville, the capital of an oil-producing country, grinds to a halt. TotalEnergies, Puma, and X-Oil gas stations are besieged, lines stretch for 300 meters, the price of a liter of premium gasoline on the black market climbs to 2,500 or even 3,000 FCFA compared to 625 FCFA at the pump, taxis double their fares, and the administration grinds to a halt.
The state is responsible not through its absence, but through its contradictory omnipresence. It is simultaneously a shareholder, regulator, subsidizer, and consumer.
The difference between the actual price and the frozen price is the subsidy that the state must pay to the supply chain. In 2024, according to the IMF's technical assistance report on oil subsidy reform, this subsidy cost nearly 120 billion CFA francs, or 1.8% of GDP. The problem: the government doesn't pay on time. SNPC and CORAF deliver fuel at a loss, hoping to be reimbursed by the Treasury. When the Treasury has a cash flow problem, SNPC no longer has the money to buy an emergency cargo ship for $30 million in Rotterdam. CORAF no longer has the money to buy spare parts. The system grinds to a halt. The government has created a circular debt: it owes 200 billion CFA francs to SNPC, which owes 80 billion to CORAF, which owes 30 billion to its suppliers.

This is the original sin. In Congo, only the local refiner, CORAF, can supply the market as a priority. The deficit must be met solely through imports by SNPC. Private distributors like AOGC Congo, Puma, and X-Oil, which together account for 50% of distribution, are not allowed to import directly to compensate for a shortage. They are forced to wait for SNPC to decide to import.

This is a legal monopoly created by decree. The IMF has been denouncing it since 2022: "SNPC's monopoly on refined product imports creates a bottleneck." If CORAF collapses, the entire country collapses, because no one else can take over.
