Manfredo Mañón Vélez, a first lieutenant pilot in the Dominican Air Force in 1965, said that among the military personnel who opposed Juan Bosch's return to the presidency after the coup, not all were savages or criminals. He said some possessed a certain dignity and decorum, such as the Air Force chief, Juan (Pimpo) de los Santos Céspedes.

Mañón Vélez recounted that he and Air Force officer Melquiades Oviedo Durán Romero traveled to Barahona in April 1965 to try to garner support for the constitutionalists. However, he said that upon their return to San Cristóbal, they were arrested and taken to the Dominican Air Force officers' prison.

He stated that Pimpo de los Santos was the Chief of Staff and that they were not tortured, although attempts were made to persuade them to support the forces at San Isidro. They were given prison food, very bad, but it's very likely that the Chief of Staff saved the prisoners' lives, because his assistant was a decisive officer who gave orders for military attacks and battles to destroy the constitutionalists, while Pimpo de los Santos seemed hesitant and didn't appear so willing to follow orders to massacre the people.

"There were officers on the other side who were honest," said the officer who was detained for more than four months in the prison known as El Aguacatico, in San Isidro.
