After graduating from Waseda University, he completed his MBA at Keio University and graduate studies at Yale University, among others. After working at Yamaichi Securities and serving as president of Osaka Nichinichi Shimbun, he became a member of the House of Councillors. He served as Parliamentary Vice-Minister of the Cabinet Office in the first Abe Cabinet. He has been an adjunct professor at the National University of Singapore since 2014.
