I think there is nothing to get surprised that HIRAKUD was 15 hrs. delayed. The similar thing happens almost everyday with West India bound trains from HOWRAH/SHALIMAR (Eastern India).
if it is DURONTO or a Superfast Express, there is no exemption.
Currently Railway's focus/attention is entirely on hyping a particular train, yes I am talking about VANDE BHARAT; some of which are even running with around 15 - 20% occupancy 🥲
