The OTSUTSUKI clan being inside of other verses would be pretty broken, not because of their level of power, but because they could plant 10 tails on the planet, let them gather all of the information from the planet, and just reincarnate the Otsutsuki into an evolution of all of the beings from the planet.

Wood release does come with a sage mode by itself because of its capacity for pumping chakra(that's how Yamato managed to reseal Kurama inside of Naruto), so Caruto wouldn't need a separate sage mode.
