On the night of 27 May 1991, fourteen-year-old Konerak Sinthasomphone was found bleeding and disoriented on a Milwaukee street. Police officers Balcerzak and Gabrish returned him to the apartment he had just escaped. He was dead within the hour. Glenda Cleveland, the neighbor who called police and the FBI, was dismissed.

Five more men died before she was proven right. Both officers were fired, then reinstated with back pay, and one became president of the Milwaukee Police Association.
