INSIDE UGANDA’S SECRET DETENTION FACILITIES: The Leaked Mabonga Files & Explosive Military Footage

On September 30, 2026, Lieutenant Herbert Matanda Mabonga, a former officer in Uganda's military intelligence establishment, publicly released explosive footage and documents that he says expose a secret detention facility used to hold, interrogate and torture Ugandan citizens.
What followed sent shockwaves through Uganda's political and security establishment.
Among the people appearing in the leaked recordings is **Sam Mugumya**, a Ugandan opposition activist who disappeared on August 26, 2025. The footage appears to show him severely weakened, struggling to walk inside a compound while wearing a yellow T-shirt bearing President Yoweri Museveni's image.
Another recording appears to show **Muhammad Muwanga Kivumbi**, a senior National Unity Platform leader, inside what Mabonga identifies as the detention facility. Kivumbi had previously described being abducted, blindfolded and tortured during nineteen days of incommunicado detention.
But the footage is only part of the story.
The leaked Mabonga files also contain names of Ugandans allegedly held inside the facility, including political activists, opposition figures and other individuals whose disappearances or detentions had previously raised serious human-rights concerns.
Among the names are Sam Mugumya, Muwanga Kivumbi, Lina Zedriga, Jolly Jacklyn Tukamushaba, Raymond Asiku, Christopher Gody (King Zale), and Kenyan activists Bob Njagi and Nicholas Oyoo.
*Where were these people held? Who authorised their detention? Who controlled the facility? And what happened behind its gates?*
