The Hamburg tragedy in Germany left 315 dead in February 1962, when Storm Vincinette pushed the sea up the Elbe River. In the early hours of Saturday morning, the dikes gave way and the water flooded low-lying neighborhoods, particularly Wilhelmsburg, where 222 people died. This documentary follows the flood, the survivors, and the rescue mobilization coordinated by Helmut Schmidt in the face of a fragmented emergency response.
