I truly believe that the passengers had the detonators to their own bombs.  
If they had turned the key, they would have blown up their own boats.

The Joker wins if Batman doesn’t save him. In Joker’s mind it means he proved that Batman is just like him. It also shows the contrast between Batman and Harvey Dent. Both lost the woman they loved and Harvey broke but Batman didn’t. Him saving Joker is Batman’s way of saying “even after everything you’ve done to me and my city you will not break me.” Joker of course gets the last laugh tho cause even tho he didn’t get Batman, he got Harvey Dent.

I watched this movie serval times and I have a take that I never heard anyone touch up on. That the Dark Knight is a alternate retelling of The Killing Joke. Just with Rachel and Havey Two-Face in place of the Gordons. Similar to The Killing Joke, The Joker proving the point that anyone can lose it after a really bad day.
