Kushiro City, Hokkaido.

Kushiro City Council member Naofumi Matsuhashi visits local areas daily, focusing on safety, the natural environment, and welfare services.

His day begins with watching over children, followed by community cleanups, checking fish passages, investigating coastal erosion, and visiting welfare facilities.

"As a council member, I want to be like a back scratcher, reaching out to those who need it," he says.

He visits the scene, observes the changes, and listens to the voices of the people.

He continues his community-based activities.
